Formal error: Repetition group and number of repetitions inconsistent

What causes this issue?

In a document with repetition specifications, different entries for two
line items belonging to the same repetition group &V1& were made in the
<LS>WHANG</> field (number of repetitions).
This situation can only arise as the result of a program error.
