Process order technically complete. Control recipe will not be generated

What causes this issue?

You have technically completed the order. Up to now, you have not
created a control recipe.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Please create a control recipe by releasing the process order first and
then selecting "Create control recipe" under "Functions".
