Status of operation & does not allow you to generate control recipes

What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check that the operation has been released (status REL) and that no
control recipe has been generated for the operation yet (status CRSR
may not be active). You can only create a control recipe when these
conditions are met.
