What causes this issue?

You have tried to create a control recipe. A phase without a control
recipe destination is assigned to one of the operations for which you
want to create this control recipe.

System Response

The phase you have entered is not taken over into the control recipe.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
