What causes this issue?

You want to select a resource.

System Response

The system could not find a resource that met the selection criteria,
is allocated to the resource network, and is permitted after
release (task list usage).

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check the selection criteria in the master recipe, resource
classification, the resource network, and the task list usage key
(resource basic data).
