Document &1 cannot be reversed automatically

What causes this issue?

Document &V1& is to be reversed by a reversal or a return with
offsetting entries. The document has cleared statistical charges that
were partially reversed. The reversal must reverse the associated
revenues and taxes for the reversed clearing. However, the system cannot
determine which parts were already reversed.
