Action manager: Fill &1 with reference number for hierarchy list

What causes this issue?

The action manager was used in a hierarchy list. However, during the
call, no valid reference numbers representing the nodes of the list
were transferred.
The program including the action manager contains a logical error.

System Response

The action manager cannot execute the required function.

How to fix this error?

The calling program must be corrected.
