What causes this issue?

The action manager has recognized an inconsistent program status. This
concerns the following problem:

Unauthorized manipulation of action manager object data in the calling
program
Error in the action manager Customizing tables

System Response

The program was terminated because if continued, it may have resulted
in database inconsistencies.
