Action &1 cannot be performed (object not created)

What causes this issue?

The action manager cannot execute the action '&V1&' because a BOR
object that was required as the parameter cannot be created. The data
object of type '&V2&' with the key '&V3&' is probably not available.

System Response

The action is not executed.

How to fix this error?

Check the Customizing settings of the action manager for this action or
contact your system administrator.
