Target element &1 cannot be initialized

What causes this issue?

An error occurred that has prevented further processing. This is most
likely due to a Customizing error.
The following information should enable a specialist to locate the
problem so that it can be resolved more quickly.
The target element <ZH>&V1&</> should be created during container
transformation. However, this target element was not defined with a
valid reference (object type, DDIC reference), meaning that it could
not be created.
The error was ascertained during creation of the component <ZH>&V2&</>.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
