What causes this issue?

Data is missing to carry out the SI assessment. The following
specifications must be present:
The health insurance fund responsible for carrying out the lost
earnings compensation procedure.
Assessment percentage rate to determime the assessment amounts for
employer's expenses compensation, due to continued sick pay for workers
and trainees (U1).
Assessment percentage rate to determime the assessment amounts for
employer's expenses compensation, due to maternity protection (U2).
