Entry &1 not found in table &2

What causes this issue?

The table entry <ZH>&V1&</> is missing in the table <ZH>&V2&</>.

System Response

The system will continue to display this error message until the
missing table entry is created in the specified table.

How to fix this error?

If you can maintain table entries in the SAP R/3 System, create the
required table entry <ZH>&V1&</><ZH> </>in the table <ZH>&V2&</>, and
then reprocess ROE for all employees affected by this error.
If you have no authorization to maintain table entries, report this
error to the Database Administrator.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
