Error in billing item &1/&2: declaration-relevant date is initial

What causes this issue?

For billing item &V2& of document &V1& no date could be determined for
the recycling declaration.

System Response

The system can not process the billing item.

How to fix this error?

Please check billing item &V1& / &V2& and, if relevant, the setting in
general REA Customizing with regard to "Table and field name for date"
in the section "Control of Declaration/Origin Movement Data".
