Error in sequence of periodic declarations; declaration is terminated

What causes this issue?

The prior document is considered during the declaration using
declaration type &V1& of re.partner &V4& in order to determine an
adjustment amount. The prior document &V2& has already been used as a
basis of document &V3&.

System Response

No settlement can be processed.

How to fix this error?

Please process the declarations in a sequence, which corresponds to the
sequence of declaration periods and fiscal years. Cancel those
documents which have probably been settled incorrectly.
