Not possible to update operand &1 to the installation facts

What causes this issue?

Operand &v1& requires a rate type and a fact group. These are copied to
the installation facts from existing values during the update. However,
the system could not find a value with the correct rate type in the
facts for this operand and the period from &v2& to &v3&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

There are two possible solutions:
Use an operand that does not require a rate type. You must adjust the
rate accordingly.
Enter the operand with the correct rate type in the installation facts
