No text symbols ( program &1 language &2 <> 'D') found

What causes this issue?

The system cannot find the text symbols for program &V1& in language
&V2&.
Possible causes:
Translation problem
Transport problem
Logon in the wrong language

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

In the first two cases, contact SAP. In the third case, logon in a
language that is available as an official ISU version.
