No plan values exist for combined costs or revenue

What causes this issue?

There are no plan values for combined costs, nor are there plan values
for revenue. Therefore, the system cannot calculate preinvestment
analysis figures.

System Response

Preinvestment analysis figures are not calculated.

How to fix this error?

Maintain both of the following for the appropriation request variant:
combined costs (IMAP)
revenue (IMAV)
Call the calculation of preinvestment analysis figures again.
