No user group created

What causes this issue?

You attempted to execute a function which requires the existence of at
least one user group. So far, no user groups have been created in your
system.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Creating a user group is the first step towards setting up the ABAP/4
Query environment. Only when this environment is in place can you start
to use queries.
