What causes this issue?

One of the following errors occurred, when the system attempted to open
file &v1&&V3&:
The file was not found in the specified path .
You have no read or write authorization for the file.
An operating system error occurred. If the operating system output an
error message, it is contained in this parenthesis (&v2&).

System Response

The system terminated processing.

How to fix this error?

Check whether the error was caused by one of the reasons above. If
necessary, notify your system administrator.
