User log could not be initialized

What causes this issue?

The messages for the chosen function are written to a user log. The
initialization of the log failed.

System Response

The required action cannot be carried out.

How to fix this error?

Notify your system administrator. The error may be caused by the
following:
You have no authorization for the user log.
The user log object or subobject has not been created in the SAP
system.
