Property tree &1 has no root node

What causes this issue?

Each property tree must have a root node. This means in Customizing,
each property tree must be assigned a value assignment type to which the
value <LB>1</> was assigned in the <LS>ID</> field.
However, property tree &V1& does not have a root node.

How to fix this error?
