Root node of property tree &1 contains error

What causes this issue?

One of the following errors occurred when the root node of the property
tree &V1& was being processed:
An internal system error occurred.
In Customizing, the value assignment type of the root node was not
assigned the value <LB>1</> in the <LS>Level</> field. The value
assignment type of the root node can be identified by the fact that it
is assigned the value <LB>1</> in the <LS>ID</> field.

How to fix this error?
