What causes this issue?

You have attempted to upload the file &V1& to generate a hit list of
substances for which updated data has been received from a content
provider. The file &V1&, however, does not contain any valid data or the
system was unable to read it.

System Response

The input field remains blank.

How to fix this error?

Is the file structured as follows?

update by content provider (YYYYMMDD)>
