What causes this issue?
The network &V1& has purchase requisitions that have the status
"released".
The released status of the purchase requisition prohibits can type of
change. You can still change date in the network, however, data which
is relevant for purchasing, such as dates and quantities will not be
updated in the purchase requisition.
