Subnetwork & for activity & not marked for deletion

What causes this issue?

You can only set a deletion flag for activity &V2&, once you have set
the deletion flag for subnetwork &V1&.

How to fix this error?

First set the deletion flag for subnetwork &V1& and then for activity
&V2&.
