Shift report (&1 - &2) not yet completed

What causes this issue?

The shift report from (&v1& - &v2&) has not yet been completed.
The Customizing settings for the shift report type &v3& specify that a
new shift report can be created only if the signature process has been
completed for all previous shift reports.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?
