User &1 not authorized to change shift report

What causes this issue?

It is not possible to change the status of the shift report for a work
center or hierarchy &v2&in plant &v3&because the user &v1&does not have
the necessary authorization.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Choose a different shift report or maintain the authorization for
authorization object C_COCF_SRH or C_COCF_SRA.
