Shift note cannot be created for work center &1

What causes this issue?

A shift note cannot be created for the work center or the hierarchy &V1&
for one of the following reasons:
The work center or the hierarchy does not exist in the system
No shift note type has been entered in the work center or the hierarchy
No shift note can be created for the notification type entered in the
work center or hierarchy (<DS:NA.COCF227>explanation</>)
You do not have authorization to create a shift note for this work
center or hierarchy (authorization object C_COCF_SRA or C_COCF_SRH).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
