Work center &1 cannot be used

What causes this issue?

The work center or hierarchy &V1& cannot be used for one of the
following reasons:
The work center or hierarchy does not exist in the system
No shift note type has been entered in the work center or hierarchy
The notification type entered in the work center or hierarchy differs
from the current notification type.
You are not authorized to create a shift note for this work center or
hierarchy (authorization object C_COCF_SRA or C_COCF_SRH).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
