No shift notes can be created

What causes this issue?

You can only create a shift note for a work center or hierarchy if the
following conditions are satisfied:
A shift note type has been entered in the work center or hierarchy
You have authorization to create a shift note for this work center or
hierarchy (authorization object C_COCF_SRA or C_COCF_SRH)

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
