&4 The scenario set cannot be changed

What causes this issue?

You tried to change a scenario set that cannot currently be changed.

System Response

Your action was canceled.

How to fix this error?

There are a several reasons why this can happen:
1) The scenario set is locked by another user. In this case there is a
corresponding error message with the name of the user who is currently
locking the scenario set.
2) The scenario is finished or archived. You can reopen a finished
scenario set. You cannot change an archived scenario set.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
