& already has successor &

What causes this issue?

Successor &v2& was found for basic type or extension &v1&. The release
of a basic type or an extension cannot be canceled if another successor
exists, since it would then be possible to change the predecessor
without regard for the successor. The rules for predecessor/successor
relationships could be broken (for example, the rule that a successor
must contain the segments of its predecessor).
