What causes this issue?

You have assigned a destination country &V1& a license. None of the
licensed ship-to parties are in destination country &V1&.


&USE&
The system checks the destination country and the ship-to party during
the automatic licensing process.
If the entry is left incomplete, the system can never use this
particular license for a document with the destination country &V1& and
previously-licensed ship-to parties.
