Data for 'preference' check not complete

What causes this issue?

The data for checking 'preference' were not entered completely on the
selection screen.

How to fix this error?

For a 'preference' check, the following data must be maintained on the
selection screen:
Country of origin
Country of dispatch
Import country
Import code number
