Include & does not have a function group &

What causes this issue?

Include &V1& logically belongs to function group &V2&. However, this
function group does not exist.
Includes whose names begin with L... are logically assigned to a
function group.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Choose another name for the include, or create an appropriate function
group.
