What causes this issue?

You find a there is a negative withholding tax base amount for the
withholding tax calculation (withholding tax base: net).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

In the corresponding vendor line item manually enter the withholding
tax base or withholding tax exempt amount.
