What causes this issue?

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to use the additional functions for the German Goverment as
well as the functions of <LS>Funds Management Government </>, you must
activate these functions in the Customizing of <LS>Funds Management
Government</> in step <LS>Activate Global Functions for the German
Government </>.
