What causes this issue?

Cost center accounting is inactive in the controlling area &V1& which
you entered in fiscal year &V2&.

System Response

You can activate cost center accounting using the controlling area
control paramters. You can maintain these control parameters using a
customizing function.

How to fix this error?

Maintain the relevant control parameters if you actually want to plan
in controlling area &V1& and fiscal year &V2&, or
Correct your typing error.
