What causes this issue?

You want to plan version &V1&. However, this is blocked for further
planning in fiscal year &V2&. Changing or creating a resource program
can lead indirectly to planning modifications and therefore cannot be
performed.

System Response

The entry is not accepted by the system.

How to fix this error?

Use another non-locked version or have the lock in the fiscal
year-dependent version parameters removed.
