Contribution personnel area &1/subarea &2 incomplete

What causes this issue?

You entered SI attribute 23 (SI contribution U1). The system determined
that the work center is liable for contributions. The check shows that
no U1 contribution rate is entered for health insurance fund &V3&
starting from &V4&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Enter the U1 contribution rate to use for personnel area &V1&, personnel
subarea &V2&, and health insurance fund &V3& in view V_T5D49.
