'Accept quotation" not possible

What causes this issue?

The <DS:GLOS.quotation>quotation</> cannot be accepted for the
following reasons:
The quotation has already been accepted.
There is no quotation available for this order.
A user status does not allow quotations to be accepted.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check which of these options applies, and, if necessary, initiate the
appropriate tasks.
