What causes this issue?

There was an error in top-down distribution. Therefore the distribution
was not executed and no data records were generated.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

In the plan area, check if there is data to be distributed.
Check if reference data exists.
