Transaction & for version & is not permitted

What causes this issue?

You called up business transaction &V2& (&V3&) for version &V2&. This
version is a delta version. Only transactions not taken from the
reference version are valid for delta versions. Transaction &V1&,
according to the default setting, is to be taken from the reference
version to version &V2& .

System Response

The SAP System cannot process transaction &V1& in version &V2&.

How to fix this error?

Do one of the following:
Perform transaction &V1& in the reference version.
Change the delta version so that the transaction is no longer taken
from the reference version.
