Quantity for posting change does not match posting change notice

What causes this issue?

With the function module 'Subsets' you can make a posting
change to a <DS:GLOS.posting_change_notice>posting change
notice.</> However, it is not possible to make a
<DS:GLOS.posting_change>posting change</> for more than the
outstanding quantity.

How to fix this error?
