Function not possible due to maintenance control

What causes this issue?

There is a system error: the system was unable to determine how to
control the material master maintenance function which it was intended
to call up.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

exist in table T130M. However, this entry is missing in the
system.
