What causes this issue?

No material master data exists for material &V1& in storage location
&V2& of plant &V3&.

How to fix this error?

INCLUDE NA_EINGABE_PRUEFEN
If your entry is correct, no storage location data exists for the
material.
Storage location data is created manually
if you maintain the material from the Storage view or
if you use the "Enter storage locations" function on the material
master menu screen
