Reference material not created in full

What causes this issue?

The material master record that you are using as a reference has not
been fully created for all the views or organizational levels for which
you now want to enter material data.

System Response

Consequently, the system copies only the created data as default values
to the new material master record.

How to fix this error?

Make entries in the fields to which the system cannot copy default
values.
