What causes this issue?

This message can have two causes:
either you have entered a certificate type without entering a control
key for QM procurement, although the control key requires a certificate
type
or you have not entered a value in the <LS>QM system requirements</>
field

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
