What causes this issue?

You want to display or change documents that might contain blocked
personal data.

System Response

To protect personal data, the search results do not display any blocked
data.

How to fix this error?

If you are certain that you want to enter or change data referring to a
blocked supplier, use transaction BUP_REQ_UNBLK to request that the
supplier be unblocked.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
