What causes this issue?

The "empties" material is handled in batches. It is not technically
possible to determine the empties stock of a batch.

How to fix this error?

Check whether it makes sense from a business point of view to handle
empties material in batches. For batch management, the stock of full
products containing this empties material in an empties BOM must also
be counted.
